The Pan-Arab Conference for the World Summit on Information Society will take place in Cairo from 8-10th of May 2005, in preparation for the Second Phase of the Summit (Tunis, November 2005). The conference entitled "The Pan Arab Conference on WSIS- Phase II; An Arab Dialogue" will be held in cooperation with the League of Arab States, in coordination with the International Telecommunications Union and WSIS Secretariat. The event is organized and hosted by the Ministry of Communications and Information Technology- Egypt. This conference comes in response to the call for Prep-Com I (Hammamet, June 2003) inviting the international community to organize regional conferences and thematic meetings to prepare for the Summit.
The workings of the conference will revolve around activating the Declaration of Principles and Plan of Action, which were issued in the first phase of the Summit. In this context, Pan-Arab concerns and issues will be discussed. The conference is expected to come up with an updated version of the Pan Arab Regional Plan of Action.
In addition, the conference will include both an international and an African dimension, allowing the Arab region to hold a constructive debate on issues relevant to the international community before the last round of negotiations is held in September 2005. The African Union and interested international entities will take part in organizing this debate.

Objectives:
The objectives of the Pan-Arab Conference to be held in Cairo in May 2005 are as follows:
1.To emphasize the Arab countries' stance during the preparatory stage of the second phase of the WSIS, which will be held in an Arab country
2. To continue updating the Arab Action Plan, activated by a working group responsible for WSIS preparations
3. To discuss the key summit-related issues of:
a) Finance
b) Internet management
c) The post-Tunis phase
d) The Arab region's vision regarding the future of information society
4. To invite the Arab world, including the private sector and civil society, to take part in preparing for the WSIS and related awareness-raising activities
5. To encourage those Arab countries that did not take part in the first phase to participate in the second phase
6. To create opportunities for Arab countries to engage in active dialogue with local and international parties for the last round of negotiations in September 2005
